For a positive assessment of the course, the successful completion of all partial performances is required.
As part of the assessment, plagiarism detection software (Turnitin in Moodle) may be used.
The use of AI tools (e.g., ChatGPT) for text production is only permitted if explicitly allowed or required by the course instructor (e.g., for specific assignments). To ensure good academic practice, the course instructor may require an oral reflection ('grade-relevant discussion') of the submitted work, which must be successfully completed.
If a partial performance has been obtained dishonestly, e.g., by cheating on an exam or test, plagiarizing in a written assignment, or falsifying signatures on attendance lists, the entire course will be graded as 'not assessed' and recorded accordingly.

Regular attendance. Performance is assessed by means of oral and written contributions from the students as well as a written final thesis or a final project to be documented in writing.

2. History of Palestine and its people: Palestine from the Ottoman Empire to what became the most protracted conflict and (belligerent) occupation of modern time, and the Palestinian people ‘a nation in exile’.
3. Relevance of international law for Palestinian refugees: Palestinians need protection as ‘people in exile’, made of refugees, largely stateless persons, often internally displaced and caught up in conflict or under occupation: the interplay of different legal regimes and the need for overcoming ‘legal scholarship compartmentalization’
4. A distinctive regime within the International Refugee Framework:
- A distinctive institutional regime in context (UNRWA, UNCCP and UNHCR).
- Article 1D of the 1951 Convention and its normative value and implication: a detailed, verbatim analysis (including the meaning of continuity of protection, descendants, etc).
5. Palestinian dispersal: in the Arab world, both within and outside UNRWA’s area of operations; and outside the MENA region.
6. Specific rights of Palestinian refugees in focus: self-determination and the right of return origins, legal foundation, evolution and continued significance.
7. Protection of Palestinian refugees: introduction to refugee protection and its application to Palestinian refugees; origins, evolution, protection ‘gaps’.
8. Developments since October 2023 and their impact on Palestinian refugees and UNRWA: The 7 October attacks and the war on Gaza; proliferation of the war to Lebanon and beyond; Israel’s attacks of and ban on UNRWA; implications for the global refugee regime and the international humanitarian system.
9. The quest for solutions for Palestinian refugees: From the UN’s to regional and bilateral peace efforts, the ebbs and flows of a political process which has so far been unable of delivering justice.
10. From the current stalemate toward a new paradigm for protection and solutions:
Obstacles, challenges, opportunities to advance protection and solutions. A comprehensive response framework for Palestinian refugees; envisaging a solution to the broader Question of Palestine
The above subjects will be addressed through lectures, readings as well as:
(a) Working group assignments: engaging the students on a range of related subjects, including the attacks on UNRWA, differences between UNRWA and UNHCR, significance of the Palestinian right to return, and others.
(b) Meetings and discussions with Palestinian refugees: During several of the in-person units, students will have the opportunity to meet Palestinian refugees, including some who worked with UNRWA.
