Aims, contents and method of the course

This course deals with specific forms of discrimination and social inequalities in the labour market and focuses on current sociological research findings in the fields of active labour market policies. Theoretical approaches will be outlined to understand causes and effects of social exclusion and labour market segmentation. We will discuss the key findings of recent empirical studies on social disparities in unemployment and labour market participation. We will draw on evaluation research results, relevant data sources and structural indicators of the European Union to identify the main challenges of national policy on employability and social inclusion. The course provides an overview abut national and European employment strategies, the National Reform Programme and European initiatives to promote employment. Active labour market policies and measures addressing social exclusion and unemployment will be reviewed with regard to the adopted instruments and their outcomes.

Assessment and permitted materials

All students are expected to contribute actively to the course and to participate continuously. The delivery of written home works (executive summaries) has to meet the appointed deadline. The final grade is based on the results of a written test which takes place at the end of the course.

Minimum requirements and assessment criteria

The objective of the course is to provide a broad understanding of theoretical approaches, empirical findings and indicators relating to social inequalities and discrimination in the Austrian labour market. A second aim is to inform about recent political strategies and measures to combat unemployment and to prevent enduring exclusion from the labour market. The course treats different levels of governance in the fields of active labour market policies. Besides we will outline innovative measures to strengthen the employability of low-skilled workers, long-term-unemployed and welfare recipients.

Examination topics

In the course of the seminar every participant is expected to read and summarize a set of selected papers. The respected literature can be found at the library. The executive summaries should contain critical notes and related questions which can be discussed during the course. Participants are also asked to prepare a presentation to provide deeper knowledge of crucial research findings.
