Information
Aims, contents and method of the course
In the first block of this series of lectures, we will deal with terminology used in the field of spatial planning/regional planning and take a look at the historical development of regional planning from the ancient world up to the present day. In addition to this, information on regional planning systems/philosophies will be conveyed within the context of their political systems and continental traditions and innovative spatial planning concepts and models will be presented. In the second block of lectures, the (nominal) national legal and institutional framework for regional planning in Austria will be discussed and compared with frameworks of other European countries (e.g. Germany and Switzerland). This section will also cover legal terminology and the legal make-up of the state, with specific reference to Austria. Furthermore, we will cover individual instruments of regional planning on regional and supra-regional levels, focussing mainly on Austria, and compare these with those in Germany and Switzerland. The European aspects/dimension of regional planning and regional policy will also be highlighted in this block. In the third and final block of lectures, we will bridge the gap between the definition of regional planning and the influence of selected fields of politics (e.g. economic policy, transport policy and environment policy) on the spatial planning and regional development of a country.
Assessment and permitted materials
Multiple-choice test as part of the "Modulprüfung" in the introductory and orientation period "Grundlagen und Konzepte der Humangeographie und Raumordnung" (STEOP), Multiple-choice test for lecture "Grundlagen und Konzepte der Raumordnung" (VO-Non-StEOP).
Minimum requirements and assessment criteria
1. To develop a basic understanding of the concept of regional planning. 2. To compare and analyse aspects of a variety of regional planning traditions. 3. To identify competencies of regional planners on a variety of levels. 4. To recognise potential political conflict within the field of regional planning.
Examination topics
Lectures: in which practical examples and case-studies will be provided. Guest speakers: with expertise in the fields of EU regional policy and town planning and development in Vienna.
