Ziele, Inhalte und Methode der Lehrveranstaltung

The first part of the course focuses on the basic political and economic institutions and economic performance in countries in Eastern Europe before 1990 to give background on transition. The second part covers key topics of the transition to a market economy since 1990 focusing on political economy of transition, political and institutional determinants of the changes in the size of government, liberalization of markets, privatization, EU accession and their effects on economic performance. We will discuss the political, economic and social aspects of the transition presenting theory, relevant empirical evidence and policy implications.

Art der Leistungskontrolle und erlaubte Hilfsmittel

Paper presentation (50%), a final exam (50%).

Mindestanforderungen und Beurteilungsmaßstab

The aims of this course are to teach students how (1) to discuss critically the key economic problems of the socialist system, (2) to approach critically the "Washington Consensus" and the EU Enlargement policies for state transformation, liberalization of markets and privatization of state-owned firms, (3) to be capable to carry out an independent analysis of patterns of transition in the New EU Member States, (4) to explain their effects on economic development, (5) critically to discuss the new challenges on the role of the state in economic development during the global financial crisis and other issues of the design of development policies.

Prüfungsstoff

The course shall discuss variety of theories (e.g. political economy, public choice, institutional economics, soft budget constraint and corporate governance), empirical evidence and policy debates. It includes lectures by Peev and presentations by the students of a paper on the topics covered in the course.

Literatur

The references for the course will be books (e.g. Kornai, Janos. The Socialist System. The Political Economy of Communism, 1992, Oxford University Press, and Mueller, Dennis C., Public Choice III, Cambridge: Cambridge University Press, 2003) as well as academic and policy papers on post-communist transition and development. A list of selected readings will be presented on http://homepage.univie.ac.at/evgeni.peev/.
