Ziele, Inhalte und Methode der Lehrveranstaltung

This course provides students with an understanding of the role played by the European Union in health policy. It discusses the rationale and instruments of EU action in the field of protecting and improving human health, addressing common safety concerns in health matters and supporting the health systems of Member States.

The course will address the following topics:

- Health care systems in Europe: values, objectives, challenges

- EU competence in public health

- Governance in EU health policies: mechanisms and instruments

- Effects of European integration on health systems

- Protection of health-related rights of individuals

- Policies and instruments used by the EU to support the health systems of Member States

- Selected health policy fields. Examples: mental health, alcohol, tobacco, patient safety, rare diseases, pharmaceuticals...

Art der Leistungskontrolle und erlaubte Hilfsmittel

The language of instruction is English. Students are expected to have a solid command of the English language, in terms of reading, speaking and writing.

Please sign up for this course via univis before the start of the semester; this is mandatory! It is not possible to sign up afterwards. Only students who are regularly registered via univis can participate in the course. It is mandatory to attend the first unit on 8 October 2014. Students who miss the first unit will loose their place in the course and can be replaced by students from the waiting list.

If you decide not to take the course, please deregister by 1 November 2014. If you stop attending the course and do not deregister, you will receive a failing grade.

Attendance for this course is mandatory and will be taken at every class meeting (unit). University regulations allow for up to two unexcused absences during the semester. A medical note is required for any further absence. Accruing more than two absences without a medical note will negatively affect the final mark. Absence due to job or work-related reasons will not be accepted. Students who miss more than six units (regardless of reason) will fail the course.

Evaluation:
- Attendance and active participation in class discussions - 20%
- Written assignments - 20%
- Group presentation - 30%
- Final exam - 30%

Plagiarism (presenting someone else's work as your own) is strictly FORBIDDEN. Plagiarism may result in failing the entire course.

Mindestanforderungen und Beurteilungsmaßstab

The objective of the course is to deepen students' understanding of fundamental concepts in EU health policy. The course intends to develop students' analytical skills through critical engagement with arguments from the academic literature as well as their research and presentation skills.

Prüfungsstoff

Assigned readings, group and plenary debates, written assignments, group presentation.

The course syllabus with mandatory and recommended readings will be uploaded in Moodle.
