Ziele, Inhalte und Methode der Lehrveranstaltung

Migration processes are uncertain and volatile, eluding precise conceptualization, definition and measurement. Processes create challenges for the governance of migration both in the short and longer term. Most of what is often perceived as a “migration crisis”, such as the Syrian refugee crisis or the recent Belarusian border crisis, is in fact a crisis of governance. Every time “unwanted” immigration increases unexpectedly, governments and parts of host societies feel under pressure as migration governance systems seemingly lose control due to a real or perceived unpreparedness in managing and coping with a large-scale influx and the incorporation of new arrivals.
This course examines how the development of a common EU migration policy has been framed in uncertainty. It analyses how actors and policy-making processes adapt to incomplete knowledge and the implications for the final policies. The course allows for understanding the challenges that international migration has raised for the European integration process. Students can conduct case-study analysis, allowing them to apply the acquired analytical skills.

You will be evaluated through responses to readings, individual and group presentations, in-class contributions, and a final test. Late work will not be accepted except in the case of an excused absence, so please make sure you plan around the deadlines accordingly.

Mindestanforderungen und Beurteilungsmaßstab

• This course has a seminar format. Students are required to actively participate in the class debate.
• Regular attendance is mandatory. 2 missing units are allowed.
• Deadlines for the assignments are compulsory. Late submissions will result in a negative grade (-0.5 grade per day of delay), and non-submissions will result in course failure.
• Assignments must be submitted only through Moodle. Submission via email is an exceptional alternative if the Moodle platform does not work.
• Grading before the end of the course is not possible.
• There are no specific office hours; appointments should be arranged by email.
