Ziele, Inhalte und Methode der Lehrveranstaltung
This course analyzes fundamental ethical dilemmas of policy-making on migration and refugee protection. Examples of such policy dilemmas include: the tension between humanitarian protection and border control in maritime rescue operations; the normative dilemmas that arise when balancing different policy goals in the regulation of labor migration; the tension between irregular migrants’ claims to be accepted as full members of the polity and the principle of rule-of-law; as well as the normative dilemmas faced by sending and transit states. We will be analyzing these dilemmas from the perspective of the state, as well as from the perspective of civil society actors on the ground. We will draw on both empirical and normative-theoretical literature, and will seek to formulate our own policy recommendations for how to best deal with these dilemmas in a way that takes into account competing ethical claims.

At the end of the course, students will be able to:
- define what constitutes an ethical dilemma of migration policy and discuss how they differ from other types of policy issues
- identify dilemmas pertaining to different areas of migration policy (labor migration, irregular migration, asylum, border control)
- discuss the main findings in the literature related to that particular dilemma and the empirical circumstances that contribute to it
- formulate their own critique of the literature and/or policy recommendation of how to best deal with the dilemma

- identify dilemmas pertaining to different areas of migration policy (labor migration, irregular migration, asylum, border control)
