Ziele, Inhalte und Methode der Lehrveranstaltung

Unprecedented geopolitical challenges and international crises have unsettled world politics over the past few years. The responses to these crises have come in the form of sanctions. In the European Union, too, sanctions have developed into important tools in the external relations toolbox. The most visible of these sanctions are economic restrictions to trade and investment aimed at countries like Russia or North Korea. Yet, the European Union, just like any other actor, has a wide range of types of sanctions at its disposal: including diplomatic sanctions, economic restrictions, or travel bans. Why and how does the European Union choose among this range of sanctions? How does this differ between ‘targets’ of sanctions? And, what is the effectiveness of the European Union’s sanctions?

Learning outcomes:
• Distinguish types of sanctions the EU has at its disposal
• Understand and evaluate drivers of EU sanctions
• Identify and understand decision-making procedures for different sanctions

Art der Leistungskontrolle und erlaubte Hilfsmittel

This seminar requires regular attendance, active participation and assignments during term time. Regular attendance is mandatory, especially session 1 is obligatory. No more than two sessions may be missed and any further missed session must be compensated by a written task. Coursework includes written and oral assignments. Submission of each assignment on time is mandatory. Plagiarized assignments count as no submission. Students may be asked to attend public events relevant to the seminar topic.

Mindestanforderungen und Beurteilungsmaßstab

Assignments:
• 25 % Written assignment on block I of the seminar due in November
• 20 % Poster presentation
• 10 % Attendance and participation
• 45 % Written assignment on block II of the seminar due in February
