Information

Ziele, Inhalte und Methode der Lehrveranstaltung

Goals: The course introduces students to topics salient to effective governmental adoption and implementation of initiatives mediated by the Internet, including e-procurement, e-living, e-business, e-health, e-licensing, e-learning, e-privacy, e-security, e-work, e-law, online citizen access to governmental databases, and e-democracy initiatives, both in terms of prerequisites to successful implementation and in terms of organizational and social impacts of these initiatives. We explore the potential of ICT for the development and economic restructuring of the EU memberstates and candidate Countries. Core questions addressed in the course include what government functions are best implemented through e-government methods, how e-government initiatives may be evaluated to assess effectiveness, what exemplary practices might improve e-government effectiveness, what the sociopolitical implications of e-governance are, and how the training of public administrators must change given new roles emerging due to the rise of digital governance.

Art der Leistungskontrolle und erlaubte Hilfsmittel

Mindestanforderungen und Beurteilungsmaßstab

Objectives: On completion of this lecture students should have a conceptual understanding of the key issues of globalization via digital networks that are of concern to policy-makers, business leaders, governments and citizens and should be able to: carry out electronic searches to retrieve, manipulate, and present primary-source documentation in support of a research project.

Prüfungsstoff

Instruction Methods: Tutorials, class discussions and e-learning units will be the primary methods of instruction.The analytical approaches in this course emphasizes on a conceptual understanding of the role of ICT adaption, drawing upon comparative studies of computerization and multiple scenario analyses and case studies. Guest speaker from state and non-state - institutions will be featured.
Grading: The grade is based on a presentation and class participation/attendance (30%), a midterm exam (30%), and a final term paper (40%). Presentations should correspond to a weekly topic.
