In this course we will deal with various aspects of the European Neighbourhood Policy (ENP), such as the development of the ENP, regional differences and peculiarities (Eastern Europe, the Mediterranean Basin, the Caucasian region) as well as the new financial instrument (European Neighbourhood and Partnership Instrument - ENPI). Furthermore, future perspectives, the EU's role in a changing global environment, the EU policies towards its peripheries ('ring of friends'-strategy), and possible alternatives should be critically evaluated. The different positions of the EU and its individual member states towards the ENP as with regards to competing regional and thematic interests (e.g. economic, security-related and cultural aspects; focus on South vs. focus on East) have to be assessed as well.
The course will be characterized by discussion, interaction, periods of group-work and subsequent simulations of negotiations of ENP relevance. In addition to that, there will be the opportunity to discuss the core issues of the course with renowned experts. Course participants are invited to focus on their specific interests and main emphases.
