Contents:
This course examines media, broadcasting and telecommunications law in an international perspective, with a clear focus on the legal and regulatory framework in the European Union. We address the "infrastructure" issues of electronic communications networks and services (telecommunications law) as well as content issues (broadcasting, media, free speech). Topics include audiovisual regulatory framework, European competition law (state aids for public service media; mergers of media companies), freedom of communication as guaranteed by the ECHR, spectrum management (and the role of the International Telecommunications Union and the European Communications Office/CEPT) and sector specific telecommunications regulation and its correlation with competition law. We will discuss relevant court cases, primarily of the Court of Justice of the EU and of the European Court of Human Rights.
