Aims, contents and method of the course
Experts rate the probability of a blackout as high. Closely related to technical issues is the question of the suitability of law as a crisis management mechanism? Is our federal constitution crisis-proof? What mechanisms does it provide for handling a blackout? What are the state's obligations under fundamental rights in a crisis? Who are the state actors in a blackout? How is the state's crisis and disaster management set up? What is the situation regarding security of supply? Etc etc.

Mitarbeit: Gewichtung 30%
Kurzreferat ca 30 min: Gewichtung 40%
Seminararbeit (20-25 Seiten; bei Dissertanten 10-15 Seiten): Gewichtung 30%
