Aims, contents and method of the course

Antisemitism has many faces today and has tended to increase in many states in the recent past. Parallel to this, a multi-layered policy has developed at national, EU and international level on how to deal with the phenomenon of antisemitism. The Council Declaration of 6 December 2018, adopted during the Austrian EU Presidency in 2018, stipulates that all member states of the European Union adopt and implement a holistic strategy to prevent and combat all forms of antisemitism. Austria was the first EU member state to adopt such a strategy. The National Strategy against Antisemitism (NAS) was presented on 21 January 2021. The EU also presented the strategy to fight antisemitism and promote Jewish life (2021-2030) on 5 October 2021.
The course does not aim to trace the history of antisemitism from its beginnings to the present day, but focuses on the legal and juridical aspects of the various policies at international level dealing with the prevention and combating of antisemitism. Students will gain an insight into the basics of combating antisemitism at international and EU level. In particular, they should acquire in-depth knowledge of EU legal and policy measures. The relevant legal-political aspects are also illustrated and Austrian policies and essential measures are presented. The most important institutions and bodies at the international level that deal with combating antisemitism are presented.
