Information

Aims, contents and method of the course

Preliminary: Being part of the ERASMUS MUNDUS Program (European Master of Law and Economics-EMLE) this seminar will start after the arrival of the students after Easter.
The topic is regulatory Iimpact Assessment (RIA) and related fields. More specifically we will start with overviews over Cost-Benefit-Analysis, Cost-Effectiveness-Analysis, Welfare Criteria, alternatives such as Happiness, the Precautionary Principle and Feasibility. Then the principles of Regulartory Impact Analysis as well as the Standard Cost Model (cutting back red tape for private businesses) will be discussed. The keynote lecture will be by Robert Hahn, Oxford and Washington, one of the world's leading experts.

Assessment and permitted materials

Students will be requested to develop a structure for a RIA as the basis for grading.
The opening session will be on Tuesday April 14 2015, 16.15-18.45 hours Seminar 5 in Oskar Morgenstern Platz 1,
A detailed schedule and literature will be out by beginning of March.

Minimum requirements and assessment criteria

Students will become familiar with one of the most widely advocated tools of improving law-making. But they also will learn about the pros' and cons' of alternatives and related fields

Examination topics

Seminal papers in the fields of the seminar will be prepared and presented by students, forming a bais for discussions during seminar sessions
