Diplomacy has been subject to radical change during the 19th and 20th centuries. This change was related to a transformation of international relations, to national political upheavals, and to technological innovations. In this seminar we will deal with the changes of diplomacy between the Congress of Vienna and the establishment of the League of Nations. We will follow the effects of a first process of globalization in its interrelation with an increasing parliamentarization of European states in the long 19th Century, using especially the Habsburg monarchy as case study.

Aims, contents and method of the course
Diplomacy has been subject to radical change during the 19th and 20th centuries. This change was related to a transformation of international relations, to national political upheavals, and to technological innovations. Since the mid-19th century, foreign policy of European states responded to globalization processes in economic, cultural, scientific, social and technological fields. Diplomatic actors therefore had to take on new tasks: next to their traditional task to shape interstate relations, they had to deal more and more with cultural, economic, technical, scientific and police issues. Within the framework of increasing parlaimentarization, this change resulted in the emergence of new actors: the press and the parties were courted by diplomatic missions of foreign countries in order to influence the formulation of foreign policy; internationally networked organizations and experts were independent actors on the international stage. In this seminar we pursue these processes based on selected policy areas; the Habsburg Monarchy will serve as a case study.

Minimum requirements and assessment criteria
The seminar provides an overview of the new diplomatic history and the history of international relations of the 19th and early 20 centuries - discussing main theories, the question of sources and methodological issues. A critical look at the changes in diplomacy provides an opportunity to reflect on the response of the state to processes of globalization and internationalization. The seminar will also offer a cultural studies perspective on the history of state agencies.
Examination topics
The seminar begins with a series of introductory sessions discussing the main perspectives on the history of diplomacy and international relations. Part of these introductions will be rehearsals of methods which are important for writing their thesis. Our discussions will be based on precirculated readings. During this period, the participants start their own research projects leading to a BA-thesis. The progress of this research is continually discussed in an informal manner during the seminar sessions. In the second part of the seminar, students subject the main arguments of their BA-thesis to an in depth discussion in the seminar. I will critically comment your BA-thesis and you will be given the chance to revise the thesis in the light of these comments.
