The class will analyze the parliamentary debates on the Food Control Law of 1896 (LMG) and the supreme court decisions for its implementation. The debates in both houses of parliament extend over a period of more than 20 years, contain a wealth of references to scientific, political and social developments. The speakers within these debates position their strategies for food control into the context of existing best practices, i.e. regulations in other European states. As these debates have not yet been systematically studied, students will break new grounds with their own projects.

Aims, contents and method of the course
The class will analyze the parliamentary debates on the Food Control Law of 1896 (LMG) and the supreme court decisions for its implementation. The debates in both houses of parliament extend over a period of more than 20 years, contain a wealth of references to scientific, political and social developments. The speakers within these debates position their strategies for food control into the context of existing best practices, i.e. regulations in other European states. As these debates have not yet been systematically studied, students will break new grounds with their own projects.

Participation in discussions; presentation; seminar paper
Minimum requirements and assessment criteria
In a first step, new research on the political history and parliamentarism of the Habsburg monarchy will be discussed; in a second step, conceptual and practical approaches to the analysis of parliamentary debates of the 'long' 19th century will be discussed and practiced; in a third step, the implementation of food control policies is reconstructed within the governance structure of the Habsburg Monarchy.
Examination topics
Moderated discussion of readings; peer group discussion of ongoing projects; presentation of the results of these projects
