Information
Aims, contents and method of the course
Technical development endeavours, research activities and development cooperation interventions are based on projects to a large extent. Designing and effectively implementing projects is a major skill both in business and in the NGO field. Even the best project idea will fail to raise the necessary resources it the project was insufficiently designed and cannot be comprehensibly explained. Thus, we will get to know, discuss and test practical tools and methods to plan and explain projects. Moreover, we will deal with possibilities and limits to assess attainment of projects (and programmes). We will, however, not get engaged in project management. We will learn the major features and functions of monitoring and evaluation, systematise evaluation terminology and work with different planning tools, such as project cycle management (PCM) and logical framework approach (LFA). We will use and reflect stakeholder analysis, indicator formation and different approaches and methods to verify the success of projects (e.g. focus groups, social network analysis). To be as practical as possible, we will work on real examples (primarily from ODA with Eastern European countries) and implement several exercises, for which blocked seminars become necessary.
Assessment and permitted materials
The assessment of the students' progress is based on their individual contributions during the exercises; their presentations and contributions to discussions; their day-to-day collaboration within the course and appraisal of home exercises.
Minimum requirements and assessment criteria
Goals of this course are
to get to know, critically reflect and apply the meaning and terminology of evaluation approaches and heuristics in development cooperation;
to get to know, discuss, and partially even test different approaches and methods to evaluate whether or not the objectives of an intervention could have been attained (or not);
to gather a whiff of experience through practical exercises and examples.

Examination topics
The course consists of some introductory presentations of the lecturer; presentations of the students; group discussions concerning practical examples; individual and group exercises (e.g. evaluation of a proposal, implementation of a focus group) and reading of short but relevant literature, which will be jointly analysed and discussed in our working group.
