Aims, contents and method of the course
Assessment and permitted materials
Participation, discussion, presentation and final term paper are the primary factors for the assessment of this course. Primary reading list is provided (below in the reading list) and many of them in the list are downloadable. Additional sources may be provided during the term of the seminar.
Minimum requirements and assessment criteria
There will be no written examination, but the final term papers relating to the seminar topics. Students are requested to write a paper that is under the topics of state-led development and developmental state in Asia and Africa.

Role of the state in the development process of countries has been criticized by scholars under the paradigm of liberalism that favors market economy and the minimal role of the state. The criticism is that state should not intervene in the process of development of a country and private sector’s involvement should be promoted. Moreover, scholars have argued that economic development of East Asian countries like Japan, South Korea and Taiwan had nothing to do with the role of the state and their developments were just the result of market economy that favors free competition of the private sector.
Instead, this seminar will discuss the development process of Asian and African countries by focusing on the important role of the state in countries such as Japan, South Korea, Taiwan, Botswana, Uganda, etc. The states in these countries are called developmental states and students will be introduced with both the conceptual and case studies of the developmental state.
