Aims, contents and method of the course


The course consists of the three main parts:

1. Introduction to the topic, theory and concepts: in the first part main research questions and concepts will be discussed: what are the relationships between the member states and the European Union; what is Europeanization and how does it differ from European integration; how do countries learn from and influence each other and which theories can help to explain how the European Union influences its member states. These concepts and theories will be used in the second and third part to prepare research essays on Europeanization of specific EU member states and policy fields.

2. Discussion of proposals for research essays: for the second part of the course a short proposal for research essays will have to be prepared (2-3 pages) indicating research question/s, theoretical and methodological approach, envisaged structure, first empirical results, tentative conclusions and the main literature. Proposals will be presented and discussed in small groups.

3. Countries and policy fields: in the third part the understanding of the Europeanization will be deepened by looking on specific member states and policy fields. In this part the research essays will be presented and discussed.

Assessment and permitted materials


1. reading seminar literature, reflection papers (20%),
2. active participation in seminar discussions (20%),
3. essay presentation (20%) and
4. research essay (40%).

Minimum requirements and assessment criteria


The European Union is characterized by diversity of its 28 member states. This seminar will focus on if and how these countries are affected by the Europeanization process. The questions to be addressed include - what are the mechanisms of Europeanization, has Europeanization facilitated convergence and which factors explain the persistence of established institutional traditions.

By critically discussing Europeanization literature and supporting preparation of research essays, the seminar aims to enable the participants to analyze impact of the European Union on its member states, national and regional administrations as well as on specific policy fields. The course focusses on concepts (Europeanization, policy learning and transfer, and isomorphism), theories (institutionalism and experimentalist governance) and empirical cases (large and small/ old and new member states; candidate countries; selected policy fields and initiatives: research and innovation, higher education, Europe 2020) that provide tools for understanding complex processes of convergence and diversity in contemporary Europe.

Examination topics


1. Reading seminar literature: reading the seminar literature indicated for each session is a crucial precondition for successful participation in seminar and preparation of the research essay. One page reflection paper on the readings (summarizing and reflecting on the main argument) has to be submitted each week.

2. Active participation in seminar discussion: to ensure continuous learning during the semester, attendance is obligatory. It is important to actively participate in discussions and team work exercises as well as to provide constructive comments to the presentations of colleagues.

3. Presentation: the research essays (see next requirement) has to be presented during the third part of the course.

4. Research Essay: Research essay (7-10 pages including reference list, 12p Times New Roman, 1.5 line spacing) is prepared individually or in the small teams on Europeanization of a specific country or policy area. Small group discussions and presentations provide support and useful feedback for essay preparation.
