Aims, contents and method of the course

The Russian invasion of Ukraine on February 24, 2022, had far-reaching consequences that extended beyond the post-Soviet region. Shortly after, German Chancellor Olaf Scholz declared a fundamental "Zeitenwende" (turning point), and the European Union initially responded with an unusual level of unity against Russian aggression. EU Commission President Ursula von der Leyen offered Ukraine a membership perspective just days after the full-scale invasion, stating: "They are one of us, and we want them in."
This shift in the geopolitical landscape also brought new momentum to EU enlargement policy. In June 2022, Ukraine and the Republic of Moldova were granted candidate status, followed by Bosnia and Herzegovina in December 2022 and Georgia in December 2023. As a result, there are now nine candidate countries. Additionally, Kosovo formally applied for EU membership in December 2022.
This course examines this new phase of EU enlargement from various academic perspectives. It explores the foundations of EU enlargement debates and draws comparisons to previous rounds of Eastern enlargement (2004, 2007, and 2013). Another key focus is on the current state of accession negotiations and democratic developments in the candidate countries.
The lecture series is organized as a lecture series, allowing students to hear from a range of thematic experts throughout the course.

Assessment and permitted materials

The exam is based on multiple-choice questions.

Minimum requirements and assessment criteria

To pass the lecture exam, at least 50 out of 100 points must be achieved.

Examination topics

The exam is based on the provided literature and the lecture content. Attending the lecture is therefore strongly recommended.
