Information
Aims, contents and method of the course
The seminar introduces into theoretical concepts regarding the protection of national, ethnic and linguistic minorities in modern societies. It addresses several central theoretical debates within political theory: ethnic, cultural and civic concepts of the nation, the liberalism-communitarianism debate, and liberal multiculturalism as a ‘via media’ between group-specific rights and the priority of the individual. In addition, the connection to legal concepts such as non-discrimination, individual and collective minority rights shall be discussed and applied to cases related to the protection of national minorities and indigenous peoples.
Assessment and permitted materials
Grade: Seminar paper (50%); attendance and participation (25%); response papers (25%)
Deadlines: Outline 28.1.2015; seminar paper 30.4.2015; response papers one day before the respective session. Non-submission of the seminar paper will lead to a failing grade.

Minimum requirements and assessment criteria
The seminar aims to enable students on the basis of introductory and original texts to critically assess and discuss the central aspects of the theoretical debate between liberalism, communitarianism and liberal multiculturalism with regard to the protection of minorities. In addition, the connection between political theory concepts and their translation into concrete legal protection mechanisms shall be provided.
Examination topics
Regular attendance is obligatory (doctor's note necessary from the third absence, otherwise the course will be failed). For every session the required reading needs to be prepared. In addition, short (1 page) response papers have to be prepared for three of the sessions, either defending or critically assessing an argument from the required reading. These response papers will be used as the basis for in-class discussions. At the end of the semester a seminar paper needs to be written (ca. 15 pages including reference list, 12p Times New Roman, line spacing 1.5, margins 2.5cm) after handing in an obligatory 1-page outline (seminar papers handed in without an approved outline will not be accepted).
