Information

Aims, contents and method of the course

The independence efforts running for many years of the nationalistic government of Catalonia led to a conflict with the Spanish central government in 2017/18, of pan-European importance, since this manifests the degradation of the traditional European state-nations on the one hand, and on the other hand, the inability of the European Union to integrate such independence and autonomy movements into its already existing political structures, without causing the collapse of the entire state concerned.

The seminar makes this dilemma the subject of discussion under the following aspects:

1) The historical development in Spain:
- From the federal to the centralised state
- The long shadow of the Francoism
- Spanish constitution of 1979/the imperfect autonomy
- Exodus: political and economic consequences
2.) Perspectives for Spain:
- Regionalism, equivalence federalism, cantonal cooperative as alternatives?
- Separatism and independence efforts in other EU member states by comparison
3.) Perspectives for the EU
- Regionalisation of the EU member-states:
- A European chamber of states
- Regional representation in the Council of the European Union

Ziele:
Independent critical analysis of specific topics using appropriate theoretical approaches.

Methode:
*) group meetings to discuss topics and literature
*) presentation and written report (german, spanish, english) on a specific topic

Assessment and permitted materials

*) attendance:10%
*) preparation of a written concept and presentation handout: 10%
*) interim and final oral reports on the chosen topic: 10%
*) written paper (20-25 p.): 70%
