Information

Aims, contents and method of the course

This seminar covers the extension of electoral rights from past to present. In the early days of democracy, the right to vote and the right to stand as candidate were limited to upper class men. Gradually, suffrage restrictions based on class, gender, race and ethnicity, and other categories were lifted. Nowadays, democracies are grappling with the question of whether to lower the voting age to sixteen, whether to enfranchise non-resident citizens, and—mostly at the local level—whether to extend the suffrage to non-citizen residents. Apart from mapping the evolution of the franchise, we will investigate the causes and consequences of franchise expansion. In short, this seminar addresses three interlinked questions: Who has the franchise, why, and why does this matter? The seminar and the assigned readings will be in English.

Minimum requirements and assessment criteria

Attendance is mandatory (‘prüfungsimmanente Lehrveranstaltung’). In the first session, you must attend in order not to be de-registered from the class. Beyond that, you may miss a maximum of two sessions. If you miss more than two sessions, your work will not be graded.
