Aims, contents and method of the course

The aim of this seminar is to analyze formal and informal governance structures and processes in the People's Republic of China (PRC).

In the first part of the seminar, contemporary governance models and their core assumptions will be introduced. These concepts will later serve as framework for analysis of selected fields of China's domestic politics.
The second part of the seminar provides an overview of Chinese political history after 1949; the complex overlapping organizational structure of the political system (government - state - party) and its constitutional foundations. Furthermore, the seminar will also refer to state-military (e.g. the political role of the Chinese military and its integration into the "formal" structures of the PRC's political system) and state-society interactions (e.g. the role of GONGOs, government organized NGOs, the Chinese civil society and mechanisms of grass-root democracy). Several case studies will further illustrate the meaning of formal and informal governance mechanisms for the maintenance of political stability and unity in the Chinese context.

The seminar concludes with an analysis of the main policy decisions of the 17th party congress (2007), which formulate and define norms, rules and policy regulations for the next five years (the 18th party congress will be held in 2012).

Grades are based on regular participation; a presentation in class (the handout has to be sent via email two days in advance); and a final paper.
