Aims, contents and method of the course

After the formal redemocratizisation between 1980-2000 most of the presidential republics in Central and South America have pressing problems of legitimacy, increased by social and ethnical conflict.
The seminar deals with that crisis of legitimacy and the different and partially opposite forms of new acceptation and participation focusing on key aspects as:
*) New constitutionalisme: Multicultural constitutions, autonomy, indigenous self-government
*) New presidencialisme: Concentration of the legitimacy of the whole political system on the function and person of the president
*) Parliamentarization: Strengthening of the national parliaments
*) Welfare state: Social and redistribution-policies
*) Delegation of problems of legitimacy to the new organizations of regional and subregional integration as: organizations as UNASUR, CELAC, ALBA

Assessment and permitted materials

*) attendance
*) preparation of a written concept and presentation handout
*) interim and final oral reports on the chosen topic
*) written paper (20 p.)

Minimum requirements and assessment criteria

Independent critical analysis of specific policy fields using appropriate theoretical approaches.

Examination topics
