Semantics of Rural Migration

Poverty and need for care are products of the collective assumption, which can be primarily understood as a process of societal constitution, classically expressed by Simmel (Simmel and Jacobson, 1965, pp. 138f). It is only from the moment they [the poor] are assisted (...) that they become part of a group characterized by poverty (ibd). With this Simmel seizes on the definition that takes effect in his critique of modernity on issues of poverty alleviation: Not the ascertainment of a deficiency is the priority, but the social reaction in the form of the onset of aid forms the essential determiner of care itself.

The emergence of (and the rise in) inequality, deprivation and poverty has various causes (cf. Reinprecht, 2009, p. 41). A decline in household size, an increasing cost pressure on social security systems, as well as deregulation and flexibilisation of labour market organised employment have to be mentioned in this context (cf. Dangschat, 2008, p. 143). Castel (2005) uses the term exclusion in his diagnosis of society for these restructuring processes and their social consequences. The processes described encompass long-lasting and far-reaching isolation effects. This does not only concern phenomena of isolation from labour market, but is in part also concomitant with a denial of certain social rights. The lack of integration into relational and other social networks, as well as waiver of consumer- and cultural goods (cf. Häußerman & Kronauer, 2005, p. 598) are meant in particular. For the persons concerned this process is linked to a loss of self-esteem and humiliation. The second these feelings gain the upper hand, an;inner resignation from society (ibid.) seems obvious.
