Aims, contents and method of the course

The aim of this course is to give students an insight into the practice of regional development in Austria. They should get to know the essential processes and context factors from the perspective of a regional development organization in order to be able to better assess the field of activity at the end of the course. A focus will be placed on LEADER as a development approach.

Contents: The course is divided into the following topics:
  • The region as a level of action between municipality and federal state: Reasons for the importance of regional cooperation in dealing with current social challenges.
  • Framework conditions for regional transformation and the contribution of regional innovation systems to societal transformations
  • Approaches to regional development: Focus on LEADER and regional management in Austria
  • Levels of regional development: the region in the multi-level governance system. municipality -> region -> federal province -> federal government -> EU
  • Planning of regional development: participation-oriented elaboration of regional development strategies and essential structural elements
  • Actors in regional development: activation for joint work and management of interests and relations in regional networks
  • Organizing regional development: supporting structures and types of organizations
  • Financing regional development: EU funding, national funding and (creative) ways of acquiring own funds
  • Steering regional development: monitoring, quality management and learning

Methodically, the course consists of lectures and small group work.

Assessment and permitted materials

The students work in teams and deal with questions related to the topic of the respective course. The results are presented and at the end of the semester the group submits all partial works as a joint seminar paper. No restriction on materials.

Minimum requirements and assessment criteria

Attendance and active participation in the form of discussion contributions/short presentations;
Submission of the group work.

The overall grade is composed of the following parts:
30% - attendance and active participation
40% - group work and group presentation
30% - written group work
