Aims, contents and method of the course

This seminar focuses on the impact of municipial finances and spatial transfer systems in different countries on the regional development. This topic is insofar relevant, as on the one hand, municipalities support significantly the social and technical infrastructure in the regions; on the other hand, an increasing number of Austrian municipalities is confronted with budget deficits. What are the reasons for this development, what are the consequences for regional developments? Against this background, national transfer systems (in Austria: Finanzausgleich) become more and more important to gain a balance between central and peripheral regions. Considering a variety of spatial organization system in European countries, this seminar also focuses on the different transfer systems and their contribution towards a convergent spatial development.

presence in the course and constant collaboration (20%), presantation (20%), term paper (60%)

Minimum requirements and assessment criteria

In this seminar, students have to gain the following competences:
- Evaluation of municipalities as actors of regional development processes
- Discussion about the relevance of varieties in national transfer systems
- Independently composition and presentation of a term paper

Examination topics

Discussion of papers, presenation of the seminar work, composition of a term paper
