Aims, contents and method of the course

This course discusses freshwater use, management and governance issues in the global South from a 'critical water studies' perspective. This means that it looks at topical water challenges as these present themselves in different parts of the world, engages with the often universalising and simplifying discourses on the 'global water crisis', and provides conceptual and theoretical tools for analysing the 'politics of water' in nuanced, interdisciplinary and multi-scalar ways. The course has four main parts. Part I is about water rights and access, Part II is about the commodification (marketisation) of freshwater in post-1990 development approaches, Part III deals with some of the ecological dimensions of water, and part IV finally discusses water governance, that is selected institutional dimensions of freshwater management.

Examples are chosen from a wide range of geographical context in the global South, with some examples from the global North as well. These include canal irrigation in India; gender relations in irrigation in Gambia and Nepal; payment for ecosystem services in Colombia & wetland mitigation banking in the USA; Transboundary water governance in the Middle East and Southeast Asia; corruption in the water sector in India and Indonesia; financialisation of housing and water in Mexico. The course present concepts and theories through examples and will make extensive use of in-class exercises/assignments through break-out groups.

Assessment and permitted materials

The following requirements must be fulfilled to pass the course:
- Completion of the pre-course assignment in the preparation period of the course
- Regular attendance and active participation (presence in at least 80% of the sessions)
- Writing of a term paper of max. 4000 words

Minimum requirements and assessment criteria

Attendance in at least 80% of the sessions. Sick absence with a medical sickness certificate of more than 20% of the sessions can be compensated with additional assignments.
The pre-course assignment before the course does not count for the mark, but it will have to be passed with a minimum grade of 4. The term paper counts for 100% of the final mark. The term paper is to be submitted by 31 January 2021. The term paper is passed with a minimum grade of 4.
Grading scheme:
100 - 86 % - grade 1
85 - 71 % - grade 2
70 - 56 % - grade 3
55 - 41 % - grade 4
40 - 0 % - grade 5

Examination topics

There is no separate written or oral examination for this course. The course is passed when all components of assessment (the pre-course assignment, presence/active participation, and term paper are passed.

All reading materials will be available in Moodle and/or in the reserve list shelf at the department library. The reading list will be posted on Moodle not later than 5 October 2020.
Reading guides will be prepared for all course readings and be available on Moodle not later than 20 October 2020.
The pre-course assignment will be posted on Moodle not later than 5 October 2020. Deadline for submission is 2 November 2020.
