Aims, contents and method of the course
It is increasingly evident that the halting of anthropogenic global warming to the internationally agreed upon level of two degrees Celsius will require rapid global decarbonization, perhaps within as few as 20 years. The aim of the course is to examine the challenge that rapid decarbonization poses for urban planning. Lectures & discussions on energy transitions, social systems, complexity, megatrends such as industrialization, globalization, and urbanization, and the evolution of planning theory and practice will be followed by student presentations and debates on Friedmann's three tasks for planning theory and relevant Viennese strategic planning documents. The final month of the course is devoted to field work focused on strategic planning for decarbonization, using a single district in Vienna as a case study.
Assessment and permitted materials
Assessment is based on three group presentations (Tasks of Planning Theory 25%, Viennese Strategic Planning 25%, Energy Descent Action Plan 40%) as well as participation & contribution (10%).
Minimum requirements and assessment criteria
There are no formal prerequisites for the course. Students will, however, be expected to read numerous academic papers, engage in discussion and debate, conduct field work, and give multiple presentations, all in English. Interest in the topics of decarbonization, energy transition, and urban planning, a willingness to conduct field work, and proficiency in written and spoken English are therefore all soft prerequisites.
Examination topics
Students will be asked to present on readings, concepts, and field work. While familiarity with the content of assigned readings is assumed, evaluation will mostly be concerned with depth and breadth of understanding and the ability to connect theory and practice.
