Minimum requirements and assessment criteria
recognize how spatial planning works in practice;
understand why it is so difficult to put the ideas of spatial planning into practice and which interests have a determining influence on spatial planning;
know about the contents of the most important instruments and how to make and use these instruments; which further instruments, supplemenary means and strategies can be used in addition; be able to interpret correctly relevant plans, results of investigations, official reports etc.; cooperate with experts, politicians and also with persons, who are affected by spatial planning

2. Spatial planning on the level of local authorities: legal matters, legal independence of local authorities
3. The program for local develepment (including zoning map): contents, legal basics, drawing up
4. technical basics for local plannings, especially: suitability of areas for buildings; harmonizing local policy with landscape, evironmental matters and regional plannings; planning of local infrastructure; transport planning; technical principles for spatial plannings
5. Bebauungsplan (= building regulation map for building areas)
6. Spatial policy (public participation in planning; land policy; planning in combination with contracts; spatial management)
7. Classical instruments of regional planning (contents, methods, legally binding, actual effects)
8. New planning instruments and planning aids (intercommunal planning, mediation, competitions for city planning)
