Aims, contents and method of the course
Content of this course is an insight in the System of Spatial and Environmental Planning in Germany including comparisons to the conditions in Austria. In the first part of the course traditional means of Spatial and Environmental Planning as well as Environmental Assessment are presented in a compressed form. In the second part of the course modern means of planning and means to make compromise are presented and discussed. These so called 'informal' means tend to replace the formal means in the practice of planning. The preferences for the informal means shall be derived from the current criticism of formal binding planning. The informal means will be presented using examples and it will at the end be discussed if their elements could be generalized.
